Falsetto (Italian diminutive of falso, "false") is the vocal register occupying the frequency range just above the modal voice register and overlapping with it by approximately one octave. It is produced by the vibration of the ligamentous edges of the vocal folds, in whole or in part. Commonly cited in the context of singing, falsetto, a characteristic of phonation by both men and women, is also one of four main spoken vocal registers recognized by speech pathology. The falsetto voice—with its characteristic breathy, flute-like sound relatively free of overtones—is more limited than its modal counterpart in both dynamic variation and tone quality. The term falsetto is most often used in the context of singing to refer to a type of vocal phonation that enables the singer to sing notes beyond the vocal range of the normal or modal voice. As far as an excersise, I'd try doing 4-note scales (1-2-3-4-3-2-1. 2-3-4-5-4-3-2. 3-4-5-6-5-4-3, etc) starting on C below middle C, then working up, and working down. Be generous with the falsetto, perhaps implenting it beyond middle C, or as soon as possible. Utilizing your falsetto to the best of your ability will help even without the whistle thing. Q. I lately discovered that I can sing pretty decently in using falsetto, the strong kind that was used by singers like Ian Gillan and Rob Halford when they were in their prime. I also sing well in my lower register as well, probably in the mid to low baritone range. My problem is that my my singing between the two is pretty weak. You might try keeping you back straight at possible and keep your chin out a little and try and us you diaphragm muscles(belly muscle) to control your breathing. Do some vocal exercises too. "Belting out" to me is singing louder but it doesn't necessarily sound good. Just try your exercises and let you vocal chords strenghten up.
